Size Stops Being a Transport Problem
Road transport sets a ceiling on module size. Every overpass, intersection and state permit limits how tall and how wide a unit can be, and a module built past those limits has to be split into sections that get rejoined in the field.
A module built at the bulkhead does not have that constraint. It ships at full assembled height, in one piece, tested. Modules built larger than the Intracoastal Waterway itself can carry transit offshore in open water instead.
That single fact drives most of what State Service can offer: single-piece electrical buildings, multi-level process modules, complete platform topsides and pipe racks with the piping already welded into continuous, hydrotested systems.

What Runs in the Yard
The facility supports roughly 1,300 people working on site. On a single large pipe rack module package, one module section alone carried around 800 people.
That is the number worth holding onto. A facility of comparable scope built conventionally carries six to eight thousand people at the project location. Work performed in Ingleside is work that never mobilizes to the client site, never competes for space in a congested or operating plant, and never appears on the site safety exposure count.
Traceability from receipt to load-out
Every piece of steel entering the yard is tracked to the piece that leaves it. Material carries its heat number through fabrication, and project identification is marked on the steel itself. That system is called Smart Steel.
